The good news is we ride a wagon and don't have to march and it is a lot of fun. The Blowhards have been in existence for a long time (40 plus years) and want to keep it going.
 
This summer we will be playing 3 parades, a couple nursing homes and maybe a concert in the park.

CITY OF JASPER – CITY CEMETERY – SERVICE MEMORIAL

The “Service Memorial” located at the Jasper City Cemetery was originally built in 2000.  The memorial was constructed from funds received from the sale of the individual soldier’s stone markers ($50 each), money received from donations and some funds from the City of Jasper.  After 20+ years the memorial has required some rehab work.  The three primary things that needed to get done were:
1. Repainting all the crosses
2. Replacing the outdoor carpet around the crosses
3. Redoing how we display the individual soldier stone markers.
Fortunately we have received wonderful donations from a number of folks to help with the costs of the rehab work and we will be able to complete all 3 needed repairs!

Jerry & Janine Aaland donated funds to get all the crosses repainted!  This was actually completed last spring before the whole Covid mess which delayed the other two needed repairs.  The crosses were sandblasted and then repainted with commercial car paint, they look terrific!  Thanks to Jerry and Janine!

The old outdoor carpet will be replaced with artificial turf secured from a turf company in the Twin Cities.  We are hoping to pick up the new turf before the end of May.  We were fortunate enough to received donated funds from Stan and Wayne Williamson and Wayne’s two boys Rusty & Jason to pay for the new turf!  Thank you to Stan, Wayne, Rusty and Jason!

The last repair to be done is to temporarily remove the individual soldier stone markers, build new sloped cement platforms which will have metal frames around the outside to hold the stone markers and then replace the stone markers within the frames.  This should help to keep the stone markers cleaner, easier to visualize and drain off any rain and other moisture.  Again we were able to secure enough donated funds to pay for all of this part of the project rehab.  We received donations from Marv Hey, Chuck Hey, Bill Sexton and David & Phyllis Smith!  Thanks to Marv, Chuck, Bill, David and Phyllis!

A special “Thank You” to Terry Skyberg for all of his annual work and maintenance on the memorial keeping the stone markers cleaned, hosing and blowing off the cement and carpet areas and putting up and taking down all the flags for the past 20 years!  Thank you Terry!

We want to thank all of these generous folks for all of their donations to make these essential repairs to be made!  We are hoping to have all of the repairs completed by July 1st!

Finally as there are always ongoing costs and needed repairs we would like to start a “City of Jasper Service Memorial Preservation Fund”.  The money in this fund will help with annual costs going forward and to help maintain the wonderful “Service Memorial” we have at the entrance of the City of Jasper Cemetery.  One good example of annual costs is the purchase of seven flags for the memorial each year.  On the recognition wall there are 7 flag poles that fly flags majority of the year and they need to be replaced each year.  If you would like to make a donation to the “City of Jasper Service Memorial Preservation Fund” please mail your check to: City of Jasper, P.O. Jasper Volunteer Fire Department Relief Association Fundraiser

The Jasper Volunteer Fire Department Relief Association 🚒 will hold their annual fundraiser on Saturday, April 10th, serving from 5:00 to 7:00 PM at the Emergency Services Building located at 221 1st Street West.

This is a Covid Safe Drive-Thru Event.

Menu includes grilled hamburgers 🍔, potato salad, beans and a drink. 🥤 The cost is $8 per ticket.
 
The firemen are your protectors 24 hours a day, 365 days a year. 🔥 Please plan to join them in celebrating another year of proudly serving the Jasper community!

ATTENTION ATV OR GOLF CART OWNERS: 2021 ATV Permits are available at the City Office & are REQUIRED to ride on city streets. Permits cost $10 and are good through December 31, 2021.

You will need to provide your drivers license number, vehicle ID & DNR ID number in order to get this permit.

NO DIRT BIKES OR GO CARTS CAN BE DRIVEN IN TOWN; those vehicles must be placed on a trailer & ridden only on private property out of town - no city property!

Meals on wheel

Meals on Wheels

Lutheran Social Service of Minnesota will continue to provide Meals on Wheels in Jasper after August 14th.

LSS Meals on Wheels has been grateful for our partnership with Sunrise Village for many years in preparing our Meals on Wheels for our Jasper clients.  We are sad to see them close.

LSS will be providing Meals on Wheels to Jasper from our Luverne kitchen.

Meals will be delivered to Jasper twice a week, Tuesdays and Fridays, starting Tuesday, August 18th.

Adults 60+ and older may request a hot meal per delivery day and however many frozen meals they would like.

Adults 60+ are eligible to make a suggested contribution toward the cost of their meals and no one age-eligible will be denied a meals because of inability to pay. LSS currently suggests a contribution of $5.00-$7.80 per meal or what the older adult can afford.  A Client Contribution Request statement will be mailed the following month with how many meals the client received and what our suggested donation is.  We can accept check, credit card, SNAP benefits or we can send the statement to a 3rd party like an adult child or a conservator to pay.  A brief registration form is required.

People may call LSS Meals at the Generations building in Luverne toll-free at 1- 866-985-8509 to sign up for meals.

Mask Up Minnesota!

As of July 25, 2020, per the Governor's Executive Order 20-81, people in Minnesota are required to wear a face covering in all public indoor spaces and businesses, unless alone.  Additionally, workers are required to wear a face covering when working outdoors in situations where social distancing cannot be maintained. Research has shown that use of face coverings can greatly reduce the risk of infection when combined with other prevention efforts such as social distancing and hand hygiene.

Quartziter Days Cancelled

After careful consideration, the Jasper Quartziter Club has announced the cancellation of Quartziter Days scheduled for July 17-19, 2020, due to concerns surrounding the Coronavirus pandemic.

Protecting event audiences and community members is the top priority of the committee. Recommended guidelines received from the state and federal governments indicate special events that can attract large numbers of people and the inability to practice social distancing creates an environment that may put individuals at risk. The committee felt that cancelling the event this year was the best way to proceed during such an unprecedented situation.

Join us next year for Quartziter Days, July 16-18, 2021. We plan on making it BIGGER and BETTER than previous years!

2020 Swimming Lessons

The City of Jasper is partnering with the Luverne Area Aquatic & Fitness Center to offer swimming lessons to children from Jasper.

American Red Cross certified Water Safety Instructors will teach all lessons.

The lessons will take place July 6th - July 16th, Monday - Friday. Classes will not be held on Friday, July 17th. Bus leaving Jasper at 9:30 a.m. from the Jasper City Park.

Yard waste

Yard Waste Program

Attention Jasper Residents: The Yard Waste Program will begin on Monday, May 11th.
 
Please get your branches and yard waste out to the curb by 7:00 a.m. on Mondays. If not, you will have to wait until the following week. In order to have city personnel pick up your yard waste, you will have to purchase yard waste tags, 10 for $10 @ Jasper Mini-Mall or City Office. Each bag or container placed on the curb MUST have a tag attached to either the bag or branch container. Weight limits still apply. If your bag is too heavy, it will NOT be picked up.
 
The Yard Waste Site located north of the ball field is currently locked due to unacceptable items being dumped at the site. If you would like to gain access to this property is dispose of your yard waste, contact the City Office for a key.

Special meeting

SPECIAL MEETING NOTICE

Mayor Mike Baustian has declared a local state of emergency in the City of Jasper in response to the COVID-19 pandemic. This declaration allows the Mayor to order an emergency meeting of the City Council.
 
The emergency meeting of the City Council will take place on Monday. March 30, 2020 beginning at 7:00 p.m. in the Council Chambers located at 105 Wall Street East, Jasper, MN. This meeting is being called for the purpose of discussing the Emergency Declaration and the potential of extending it.
 
In accordance with the requirements of Minn. Stat. Section 13D.021, Mike Baustian, the Mayor, has determined that an in person meeting is not practical or prudent because of a health pandemic or an emergency declared under Chapter 12 of the Minnesota Statutes.
 
Because of the emergency declaration it has been determined that attendance at the regular meeting location by members of the public is not feasible. Therefore, some or all of the City Council members may be participating by telephone or other electronic means.

The City of Jasper would like to remind residents that the only product that should be flushed down the sewer is toilet paper.
 
Please DO NOT flush:
-Flushable toilet wipes (they are NOT flushable)
-Paper Towels
-Napkins
-Facial tissues or wipes
-Baby wipes
-Clothing, rags, towels
-Feminine products
-Any other non-biodegradable items
 
These DO NOT break down in the system and will clog your sewer lines, which could cause a sewage backup inside your home or business.

The Jasper City Office is currently open but we are limiting visitor access. Normal business hours still apply.
We ask that residents drop off their utility payments by using the drop box or you may call the City Office to make a payment over the phone using your debit or credit card. Residents also have the option of paying their utility bill online at https://govpay.net/city-of-jasper-mn. Please contact the office if you are interested in signing up for auto-pay.

Closure
Since the beginning of the COVID-19 pandemic, we have been carefully monitoring the progression of the virus and closely following the advice of the CDC. As the virus continues to spread to communities across the United States we have made the difficult but important decision to close the Quartziter Community Center (including the Wellness Center) and Memorial Hall effective immediately.

We look forward to reopening our doors as soon as possible and welcoming everyone back. In the meantime, take care of yourself and each other.
Important notice

2020 Assessor's Estimated Market Valuation

Every year the assessor's office is tasked with reviewing sales that occur in Jasper and using that data to help determine the estimated market value for each parcel in the city. Over the past few years a strong residential sales market has resulted in sale prices coming in well above the prior year assessed value. According to the Minnesota Department of Revenue guidelines the assessor must set values between 90% and 105% of the median sale price every year.
 
During the past year, 9 residential arm's length transactions occurred in Jasper resulting in a median ratio below this range at 79%. After reviewing each sale it was determined a citywide increase was warranted. This resulted in most properties receiving double digit increases in their estimated market value to get within state guidelines. Since that time more sales have come in that will be used in the following year's sales study. These sales continue to be above the proposed 2020 assessed values indicating the strong market is continuing.

With the warmer weather, complaints have been coming in from residents regarding dog waste. If you are a dog owner, please be respectful to City property as well as your neighbors property. The City of Jasper requires that pet owners pick up and properly dispose of pet waste. City Ordinance No. 91.

2020 Pet Licenses are available for purchase at the City Office. Cost is $10 per neutered animal, $15 for non. Proof of vaccination is REQUIRED!
